In order to upgrade to Windows 11, you permanently need a 64-bit CPU and other 64-bit hardware to comply to the upgrade path to the OS itself, there isn't any support for 32-bit IA-32 processors anymore, though 32-bit programs will still be compatible with the OS with some compatibility issues.
